Srinagar, September 2,2015-CNS:-Minister for Social Welfare, Bali Bhagat today called upon all the Deputy Commissioners to implement all welfare schemes in their respective districts on fast-track basis so that the benefits of such schemes percolate down to the targeted section of the society.
While taking a detailed review of various social welfare schemes implemented in the districts through video conference with the Deputy Commissioners, the Minister stressed upon the need for expeditious identification of all left out militancy related victims/orphans, victims of cross border firing and dependent children to bring them under the ambit of project “Assist”, an initiative of National Foundation for Communal Harmony (NFCH), for rehabilitation of such victims.
The Minister directed the Deputy Commissioners for timely submission of necessary proposals/documents to the NFCH for renewal of existing cases and ensuring timely release of financial assistance/ scholarship to the orphans. He also directed timely submission of disbursement/utilization certificates in respect of assistance earlier granted along with the reasons for delay in submission of such documents. The Deputy Commissioners were also directed to identify the number of dropout children in every district with the help of Education Department and suggest measures to be taken for encouraging re-admissions in schools to continue their studies so that they are extended assistance under the programme.
Expressing dismay over a large number of handicapped still without the benefits of social security in the State, the Minister directed the Deputy Commissioners to organize special camps at the block level to identify such beneficiaries and provide them the disability certificates without wasting more time so that they are also extended the benefits applicable to them. He also directed making functional District Disabled Rehabilitation Centres in all districts to assist the disabled persons by providing them different kinds of aid for their sustenance. He directed the Deputy Commissioners to give wide publicity to all social schemes, including the newly launched schemes like Aasra, Laadli Beti, so that all deserving beneficiaries avail the benefits.
Commissioner/Secretary School Education, Shaleen Kabra, Secretary Social Welfare, Sanjeev Verma, Assistant Secretary, NFCH, Prabhakar Sharma, Executive Director, State Rehabilitation Council and other concerned officers were also present during the video conference.
