In his formal order vide number DMS/PS/17/1449-56, a copy of which lies with news agency CNS, District Magistrate Shopian Manzoor Ahmed Qadri has said that: “In exercise of powers vested in me, under section 144 Cr PC, I hereby impose restrictions on the movement of people within the radius of 03 Kilometers from the site of any counter insurgency operation. In case of any exigency, the local population can seek assistance of the District Administration or the local police concerned. These restrictions shall however not apply to the movement of Ambulances, Medical, Para Medical Staff and Government Employees.”

“This order shall remain in force for a period of two months from the date of its issue or till further orders, whatever is earlier.”

The District Magistrate Shopian in his order has said that generally it has been observed in a number of cases in the recent past that during the counter-insurgency operations, a good number of people from the adjoining areas tend to move to the site, thereby putting their lives to avoidable risks.
